Help identifying uniform

Can you help identify the uniform in this photo please? William was born 1844 in St Crux, Yorkshire. He was with the Water Police in Fremantle Australia for a time about 1879 and arrived in New Zealand before 1884. We have another photo that appears to be taken earlier than this were the uniform is similar, but no sword or gloves. Any help appreciated.
